NW Front Street Pathway Project

The City is working with DelDOT to design and construct a shared use path from the Mispillion Riverwalk trail on Maple Avenue to an existing pathway adjacent to the Milford Plaza Shopping Center along NW Front Street.  An open house was held on March 26, 2025 at the Public Works Facility, 180 Vickers Drive to review the proposed alignment and gather feedback from the community.  See below for a link to the poster boards presented at the open house.

Route 113 Pathway Project

The City is working with DelDOT through the Transportation Alternative Program (TAP) to design and construct pedestrian and bicycle improvements along NW Front Street between N. NE Front Street - TAP Project - Phase II

Marshall Street Bike Path Striping Project

The City of Milford is preparing a striping plan for Marshall Street from SE Second Street to Watergate Boulevard South.  The purpose of the project is to provide a striped bike lane from SE Second Street to the entrance of the Watergate subdivision as outlined in the City’s 2021 Bicycle Master Plan.  The proposed alignment would maintain two travel lanes and attempt to maintain parking on the majority of both sides of Marshall Street.

The City of Milford and the Dover/Kent County Metropolitan Planning Organization (MPO) are in the process of evaluating ways to improve vehicle, pedestrian and cyclist movements on N. Walnut Street & N. Rehoboth Boulevard between Route 113 and the Mispillion River.

Milford Municipal Freight Study

The Milford Freight Study is part of an effort led by the Delaware Department of Transportation (DelDOT) to assist municipalities to identify and address freight movement issues in their communities. Recommendations from this effort may advance through local and state initiatives and projects.

Downtown Streetscapes - Concept Plan - SW Front St/Park Ave/Denney Row/N. Washington St

The City of Milford is in the process of preparing concept streetscape designs for several streets in the Downtown area.  Street segments include; SW Front Street from S. Walnut Street to N. Church Street; Park Avenue from N. Walnut Street to Denney Row; Denney Row from Park Avenue to NE Front Street; and N Washington Street from the Mispillion River to NE Front Street.

An open house was held on March 8, 2023 from 6:00 pm to 8:00 pm at City Hall, 201 S. Walnut Street for the public to provide comments on draft concept plans.  Below is a link to the poster boards from the open house.

March 8, 2023 - Downtown Streetscapes - Poster Boards

The draft concept plans and public feedback were presented to City Council at a workshop on April 19, 2023.

Final concept plans were presented to City Council for acceptance on June 12, 2023.

City Council authorized the signature for design and construction administration contracts for the following downtown streetscape projects; (1) SW Front Street and (2) Park Avenue, Denney Row, N. Washington Street.  Design should be completed this fiscal year.

Next Steps (Tentative)

  • FY 2026 - Construct the Park Avenue, Denney Row and N. Washington Street streetscape project.
  • FY 2026 or 2027 - Construct the SW Front Street streetscape project.  Timing of construction will be dependent on DelDOT's timing of the SW Front Street bridge replacement project.

10th Street/N. Walnut Street/N. Rehoboth Blvd/N. Washington Street Intersection Study

The City of Milford and the Dover/Kent County Metropolitan Planning Organization (MPO) are in the process of evaluating the intersections of 10th Street, N. Rehoboth Boulevard, N. Washington Street and N. Walnut Street for ways to improve pedestrian, cyclist and vehicle movements through the area.

Milford Corporate Center

The City of Milford purchased 182 +/- acres of land at the northwest corner of Milford-Harrington Highway (Route 14) and Canterbury Road (Route 15) in the Fall of 2021 for the development of a business park and employment center (see map for details).

An open house was held on Tuesday, September 27, 2022 from 6:00 PM to 8:00 PM at the Public Works Facility, 180 Vickers Drive to discuss the business park concept plan.  The City and its land planning consultant were available during the two-hour period to gather feedback from the public and provide information related to the proposed business park.  Below is a link to the poster boards from this open house.

A public hearing was held with the Planning Commission to review the preliminary major subdivision plans on April 18, 2023 at City Hall, 201 S. Walnut Street.  A public hearing was also scheduled with City Council to review and make a final determination on the preliminary major subdivision application on April 24, 2023 at City Hall, 201 S. Walnut Street.  The packet material from these meetings is posted on the City website under agendas and minutes for each meeting.

A notice to proceed was issued for construction of the Milford Corporate Center Phase I Onsite and Phase I Offsite project which was awarded to George & Lynch, Inc.  Phase I construction should be completed in March 2026.

S. Walnut Street Traffic Calming & Bike/Pedestrian Concept Plan

The City of Milford has hired Century Engineering, Inc. to complete a traffic calming study, which analyzes traffic conditions, identifies possible improvements for traffic calming and speed reduction, identifies gaps in the pedestrian network and looks to implement recommendations from the City's Bicycle Master Plan.  The final outcome of the study will be a recommended concept plan for bicycle, pedestrian and road improvements to enhance the S. Walnut Street corridor between Maple Avenue and McCoy Street.

The final recommendation was presented to City Council at a workshop session on August 23, 2023 beginning at 6:00 pm at City Hall, 201 S. Walnut Street.  Additional public comments were recieved during the August 28, 2023 City Council meeting.  The final report is tentatively scheduled to be reviewed by City Council on September 25, 2023, at which time additional public comments can be made.

Milford-Slaughter Beach Shared Use Path Feasibility Study

In 2023, the City of Milford and the Town of Slaughter Beach were awarded a U.S. Department of Transportation Thriving Communities Program grant to evaluate the feasibility of a shared use path along Cedar Beach Road (Route 36).  The study was a collaborative effort supported by the City of Milford and the Town of Slaughter Beach with support from the University of Delaware Institute for Public Administration Grant Assistance Program, the Dover/Kent County Metropolitan Planning Organization, and other key stakeholders.  The feasibility study buildings upon recommendations from previous planning documents.
